What Is (EU) 2025/2052?
The European Commission adopted Commission Regulation (EU) 2025/2052 on October 13, 2025, and it was formally published in the Official Journal on November 24 of the same year, replacing the previous (EU) 2019/1782. The new regulation significantly expands the scope of coverage beyond simple external power supplies to the following four product categories:
- EPS (External Power Supplies)
- WC (Wireless Chargers)
- WP (Wireless Charging Pads)
- BC (Battery Chargers)
USB Type-C cables are also covered under the regulation. The new rules entered into force on December 14, 2025, with most mandatory requirements taking full effect on December 14, 2028. However, manufacturers that achieve compliance ahead of schedule may place compliant products on the market starting December 14, 2025.

Five Core Ecodesign Requirements
According to the European Commission, the amendment focuses on five key areas:
Energy Efficiency
The regulation raises minimum efficiency requirements for average active efficiency and efficiency at low load (10% load), and tightens standby power limits (≤0.3W for general EPS, ≤0.5W standby for wireless chargers).
Output Power Performance
Output voltage drop under load is limited, and a corresponding test method is established for "adaptive EPS" units capable of automatically adjusting output voltage.
Interoperability
By default, EPS units must be equipped with at least one USB Type-C or USB-PD port and must carry the "Common Charger" marking. Non-removable, hardwired Type-C cables are prohibited.
Surge Resistibility
